Those are lights that every boat is supposed to have at night. The green is on the front right red is on the front left and white is on the back. The different Colors on opposite sides of the boat help to tell you which way the boat is going. If you see all three than the boat is headed toward you.
Those lights signify that another boat is heading towards you. It is for the safety of the boat.
There is another POWERBOAT coming straight towards you. It is lawful to turn starboard(right) and pass at your current speed.
